Overview of the Data Governance Handbook in the Global Burden of Animal Diseases (GBADs)
The Global Burden of Animal Diseases (GBADs) is a data-driven program that aims to minimize the economic and health burden of animal diseases through the creation of models and estimates that inspire policy-making in livestock agriculture. The models and estimates that are created are informed by data from government sources, intergovernmental organizations, literature, and expert elicitation. The models and estimates in turn create new data sets, which may be used as inputs to other models, are displayed on dashboards, and are published in manuscripts. Given the plethora of data that is used and produced, the way that data is managed and governed is important to individuals in the GBADs program and to data users alike.
The GBADs Data Governance Handbook (DGH) describes how we manage the data and metadata that is used across the program. The handbook documents the guidelines and standard practices and procedures related to the GBADs data governance strategy, including individual and group data management and governance responsibilities.
What is Data Governance?
"Data governance is everything you do to ensure data is secure, private, accurate, available, and usable. It includes the actions people must take, the processes they must follow, and the technology that supports them throughout the data life cycle. 1"
As elucidated by the quote above, data governance encompasses the use and management of data as a program including the technological requirements for data to be stored, accessed, and found responsibly, and the processes that themes must follow to ensure that all data is usable, accessible, accurate, secure, and when applicable private.
The Data Governance Handbook provides these processes and practices for the program through outlining the data flows in the GBADs Knowledge Engine, outlining the program's Data Governance Operating Model,
The GBADs Data Governance Handbook describes how to manage, describe, and communicate about the data that flows through the GBADs knowledge engine. It documents the guidelines, standard practices and procedures related to the GBADs data governance strategy.
This is a "living document"! As the GBADs Informatics theme learns more about the data governance and the GBADs data needs, we will update and adjust this book accordingly.
